I updated the requirements document to provide consistency in the
requirement specification and the usage of glossary terminology.  I tried
my best to not change the requirement specification...only the consistency
of how the requirements written. For example, some stated "must"..others
stated "should".   I think that this will be an easier document to review
and to comment on.  Thoughts?
