I like the suggestion to change allows to enables. That makes option 2 read this way:
Option 2) 2.2.11 The SDD specification must
support definition of information which enables a provisioning application
or installation program to construct relevant feedback for progress, dependency
check failures and change execution failures.

Agree with Option 2 (avoids awkward "support the ability to define"
construction), possibly with "allows" changed to "enables".
The original:
2.2.11 The SDD specification must support the ability for the author to
define the information in order to specify description information for
components and requirements, to allow a provisioning application or installation
program to construct a relevant message in the event of dependency check
failures, progress messages and change execution failures. This is intended
to assist a user in understanding errors and other messages, which may
occur during the deployment lifecycle process
John's rewrite:
Option 1) 2.2.11 The SDD specification must support the ability for the
author to define the information to allow a provisioning application or
installation program to construct relevant feedback for progress, dependency
check failures, and change execution failures.
My wordsmithing that maintains John's meaning:
Option 2) 2.2.11 The SDD specification must support definition of information
which allows a provisioning application or installation program to construct
relevant feedback for progress, dependency check failures and change execution
failures.
Please vote for an option or suggest an alternative along with the rationale
for your suggestion.
