Objection to 2.4.1.3.1

Hi all,

 

My objection to requirement 2.4.1.3.1 is that it's redundant/unnecessary.  2.4.1.3 defines the requirement for user-input parameters.  2.4.1.3.1 is about the specific use of input parameters as usage keys.  There are dozens if not hundreds of applications of user input parameters, one of them being usage keys, and I thought it was unnecessary and confusing to call out this specific one.  I propose that we remove this & consider 2.4.1.3 sufficient.
