Disagree that prioritization can be mandated. This is context-sensitive (policy, user choice). 
Tom believes there are legitimate cases where the SDD author would prefer one topology to another and would like to indicate that preference with prioritization. Someone asks if removing the word prioritization would solve the problem. Someone else asks what topology means in the context of the SDD. It would be less confusing if we defined topology and/or replaced it in this sentence with its meaning. Someone interrupts and suggests we change alternative topologies to target hosts. Action Item: Jay will add topology into the glossary. Action Item: Christine to work with John to clarify and resolve.
