This is a property name change proposal only, to remove confusion that
has arisen in some areas, as well as to align more tightly with GGF-ACS.

** I would like to do an e-mail review of this proposal and if
appropriate, vote on it by e-mail so as to save time in conference calls
for more complex matters. However, if anyone wants to discuss on a call,
I'll put it on the agenda.
