Subject: Groups - Reorder Proposal 2 - Additional section moves (ReorderedTOC.2.doc) uploaded

This is the second reorder proposal and it builds on reorder proposal 1. We
agreed to this part of the reorder in principal but did not specify the
exact details during the F2F. I've tried to comply with the intent.
Conditions, Variables and Requirements were moved up to be below Atomic
Content Element section and above Resulting and Changed Resource section.
This is the order of the elements within InstallableUnits. Constraints
section was put before Conditions section since constraints are the
building blocks of both conditions and requirements. Composite Content
Element section was moved below Resulting and Changed Resource section
since it is CL2.

Please post with your vote - put in this reorder or don't put in this
reorder.
