The document Merri has created provides clarity to the specification and does not alter it.  As such, I agree with you that it does not fit the OASIS definition of "substantive change."  I favor including it in the chapter on conformance levels as well.

SDD TC,

In yesterday's TC call, we discussed the eventual disposition of the document that Merri has produced, and I believe that there was consensus to include it as part of the specification (rather than a separate expository document) if the OASIS process permits. I did some investigation, as I said I would. The OASIS process says that if a "Substantive Change" is made to the specification after Public Review (PR), then the specification must undergo a new PR (but only 2 weeks rather than 60 days).

The OASIS process further defines:

"Substantive Change" is a change to a specification that would require a compliant application or implementation to be modified or rewritten in order to remain compliant.

Because the information that Merri has compiled is supplemental and clarifying about Conformance Levels, rather than something that would change syntax or semantics and thus require compliant implementations to change, it is my opinion that this information would NOT be a Substantive Change if added to the specification, and thus would not require an additional PR. I would prefer that it be added to the Conformance chapter of the specification.

I am interested in everyone's view here, and I will also put this on the agenda for next week's call.

Here's an initial rough draft of this document.  I'm not a technical writer
so any content updates are welcome.  I just put in the basics, obviously
this can use improvements!
