An apology and assorted issues

I consider myself a member of this subcommittee, but I have not been able to
participate as much as I would have liked. I missed a couple of the concalls
and got confused about the ballot deadline. When I was finally able to do a
concall (yesterday) it didn't happen.

Recent emails have raised a number of related, but separable issues. I
propose to comment on each in a separate message in the hopes of clarifying
the discussion.
