Consensus Requirements Draft

Attached is a zipfile containing the consensus use case and requirements
document in html format, and its graphics.  In order to view this file,
unzip all of the contents of the attached file into a working directory (the
contents of the file will be placed into the directory you choose - no
additional directories will be created).  Then open the html file
'draft-sstc-saml-reqs-00.html' with your browser, and you're in.

Please take some time to review this draft, as we will entertain a decision
to publish it officially during the next TC concall on Tuesday.
