[security-services] Stylistic thing done as conform-spec-007c

With Bob Griffin's permission, I have done the "stylistic thing" to 
conform-spec-007b, calling it 007c.  I didn't have enough time to really go 
through it with a fine-toothed comb, but was able to get the style 
consistent and some of the text copy-edited.

I think this one does need a careful review/rationalization of references 
to other specs, because it makes a ton of specific section-level references 
to specific versions of other SAML specs, and a lot of them might need 
updating.  (The bibliographic entries generally point to the newest 
version, possibly clashing with the in-text references...)
