Stephen, we absolutely do want external comments. The process outlined during the teleconference yesterday is designed to avoid losing these comments - all comments received from external reviewers will be kept and processed as comments received during last call. In addition, we are encouraging TC members to actively "adopt" issues received and move them through debate. Otherwise, why ask for external review?
