I might find it useful and I suppose it could be made optional.  If I have
trust agreements with various issuers, each of them may have their own way
of specifying their issuer name.  If I know the format the issuer name is
using, maybe it would make a difference to me in how/where to look up
information about the issuer (in a cert store, a database, LDAP, etc.).
