To amplify the thoughts, WS-Security is a framework (in some sense),
which builds on SOAP. SAML then would build on the WS-Security token
framework and add the assertions capability.

|  	I think we should complete the work an issue as a note. Once the
|  ws-security work progresses to a point, the JC can decide the
|  ratification. I think it is the work of SAML group to detail it. The
|  reason being, WS-Security would have a generic token 
|  mechanism and SAML
