Submitted work is governed by the OASIS IPR, which states that The submitting organization or people grant OASIS a license to publish the submitted work and make it publicly available The submitted work may be made publicly available and no information is confidential; and All copyrights or other legal encumbrances have been disclosed to OASIS The work of an OASIS TC will carry the OASIS copyright statement. Persons or organizations wishing to submit work to an OASIS TC should be familiar with the OASIS IPR policy, and should have their corporate counsel review the policy to prevent any misunderstanding. The philosophy of the OASIS IPR Policy in regards to submissions is openness and full disclosure. TC members must have full knowledge of any IP encumbrances before they can make an informed decision whether to accept the submission and do further work on it. Likewise, when the completed specification is submitted to the OASIS membership for their consideration of the specification as an OASIS Standard those members need to be able to make an informed decision whether they want to have an OASIS Standard with those encumbrances. Once an individual or organization offers to submit technical work to the TC, the TC members should evaluate the work and decide if this is something that they want to work on. The submission should be accepted by vote, and that decision should be minuted and posted just as any other TC decision.
