[AI-6] Conformance Language around profiles and bindings etc.

Jeff has posted a note explaining that this area is under specified in our current document set. So the action item is closed but we should open an ISSUE against this (and "volunteer" a champion) to work this out. There is also a suggestion that this work is related to the on-going dicussion about versioning.
