Create/Join Session - req - provides AuthN Stmnt and asks for the id of a
new or existing  global session associated with the Stmnt, optional flag
indicating that a new session should  not be created, only an existing one
joined

Create/Join Session - resp - returns Session id, flag for new or existing,
any other AuthN  stmnts associated with the session, the Maximum end of
session

End global session request - req - session id, type - user or admin

End global session request - resp - ok or denied

Activity report - a set of pairs of session id and touch time, for every
session it knows  about
