AI-0188 Update conformance document

Version 03 of the conformance document is now available. It includes updates
based on the ID-FF 1.2 SCR and minutes of the previous conference call.

There are a number of differences between the ID-FF 1.2 SCR and the
conformance matrix given in the document:

(1) SAML 2.0 combines POST and Artifact profiles into a single Web SSO
profile. This has some impact on the structure of the matrix.

(2) SAML 2.0 combines federation termination and name identifier update into
a single name identifier management method. This also has some impact on the
structure of the matrix.

Input from folks who worked on the ID-FF 1.2 SCR would be especially
appreciated.
