Action 276 - IPR Policy which applies to work in progress during transition

Based on a close reading of the OASIS IPR and IPR Transition policies I
have concluded the following.

The new IPR policy applies to all specifications which are voted to
Committee Specification and/or OASIS Standard any time after the
transition took effect, even if they were voted to CD and/or publicly
reviewed before the transition.

I have not yet had a chance to confirm this with TC Administration, so I
propose to keep this action open until the next meeting.
