The voting members at the time the CD attained CD status?  That
doesn't seem all inclusive since members fall off and on the voting
member list all the time, but if that's the procedure, okay.

There is no "Contributors" list on the front page of the official
template, so I acknowledged a special contributor in the appendix in a
previous CD.  I see that Paul did same thing with the Tech Overview,
so I think I'll do that here for consistency.
