I apparently did upload draft-02 of this following Mark's comments, so I
created a page for that and labeled it working draft for now.

I'll rev this to draft-03, adjust the tagging language, and add the
conformance clause, etc. so we can vote it back to CD-02 and wrap it up.

I also have to add the conformance language to SimpleSign and the IdP
Discovery docs.
