Roughly, if a SAML spec is going to standard and references the OASIS  
Foo spec that is also undergoing a standard vote, then this process  
allows the SAML reference to be updated to the Foo standard upon  
completion of successful votes as part of the process while still  
allowing the SAML standard vote to proceed.

It probably is not an immediate concern for the SSTC.
