Affirmation that no comments were received during public review

This is just affirming that no comments came in for these documents, which
we reaffirmed as CD on the last call:

The pages are updated with that vote result. Tom was kind enough to create a
review "summary" page and it's also marked as No Comments for those three
documents if we need an official note to that.

I believe the next step is to hold the ballot to vote them to CS?

(separately, the Errata CD 03 is coming...)
