After discussions with Scott, I am planning on reworking the document to recast the authn context aspects (currently modeled as a profile) more as a guideline for CoTs to define authn context classes corresponding to their LOAs

The assurance certification metadata attribute will remain a normative profile

Does anybody anticipate any issues with this change for those communities/activities looking to use this document? Relevant to alert them?

He didn't respond at the time, but the essence is that there's some reorganizing needed to isolate the profile portion to the attribute definition, and make the rest more informal, because it's not introducing new normative material.
