I think this path can get counterproductive. Depends on object
granularity, e.g. VIP vs plebian, and object type might not be the
only criteria for retirement (think attribute or a combination of).

To keep the protocol simple, letting the Target decide what to do
seems fine, as a corollary, then, don't assume previous state in
NewSubject.
