Congratulations to the editors and TC members for this
initial milestone publication.

I would like to request that the editors of this
specification, and for any produced by the TC, that
the editable format include an active Table of Contents
using whatever features of the authoring tool(s) apply.
For usability (navigation), particularly in the HTML
format, the readers need active hyperlinks from the TOC
to the sections and subsections.

The URIs for the specification correspond to what I
think the editors agreed, in principle.  If any
significant changes in the file naming scheme are
desired for CSD02 and beyond, please let me know.
