The overview came later and I haven't really done anything with it. In light of Chet's comment, it may be that we want to repurpose the overview as a normative intro to the standard alone with the other material you mention if somebody is willing to work on it. This isn't "the documents that will be in the standard", it's just the set needed to bring the older drafts up to date for further work. >Anticipating the resource question: yes, I am willing to contribute.
