SAML 2.1 WD 02

I just uploaded a zip[1] containing WD02 of SAML 2.1.

This is a cut-and-paste from the existing 2.0 documents with most content from 2.0 broken up into the appropriate 2.1 documents.  This draft is meant to give a good feel for how our new multi-document structure will look when it's done.

I have not yet pasted in any of the extension material that we targeted for inclusion.  Additionally there are some sections of the main 2.0 documents that haven't been transferred over.  In most cases it's because I'm trying to decide on which document should include that material.
