"discussion list" that Bill and Toby would like to be able to 
confidently send out pointers to, tomorrow.

ASAP as a valid, world-subscribable new MLM-managed maillist outside 
of Kavi.  If there's any doubt, the list attributes should be the 
same as our other discussion lists (all named "*-discuss").
     If there's easy opportunity to add initial subscribers, please 
subscribe everyone who is cc'd on this e-mail, and send us a ping on 
the newly opened list to confirm.
