Title: Change Rate to Rating     
          
Description: 

This issue was raised during the spec review at the TC meeting on
4/29/2009. Carl Mattocks suggested that RATE is not same meaning as RATING.
All references of “Rate” in the spec and schema should be changed to
“Rating”. For example, ListOfRate should be changed to ListOfRating.
