This issue was raised during the SLA spec review at the TC meeting on
4/29/2009.

Carl Mattocks quested on meaning of zero Obligations in SLA

Andy Lee explained that in China there is case for zero SLA Obligations

Carl Mattocks suggested to explain USE CASE for this combination.

Proposed Resolution:

Rex Brooks proposed  Note: SLAObligations allows for a 0 number of
SLAObligations for conformance to business rules of China.

Carl Mattocks agreed to have explanation to avoid confusion.
