Title: Further review of bQoS schema

Description:

This issue was raised during the TC meeting on 4/29/2009. Need to further
review of bQoS schema. Also, need to ensure that EVERY element is fully
defined in the document. It is essential before public review.

The schema needs to be placed on the Specifications / bqos folder.
