Same as Issue I026, fixed Item 1 to item 7 of issue with exception of item
#5 only change partially. 

Reasons:  Many OASIS standards do not follow the template completely. See,

These editorial corrections are referenced to

but apply to all three specifications; line numbers are in BQOS. 

(1) Change "Bill Cox" to "William Cox" wherever it occurs, under 
"Chairs" and line 457.

(2) Remove extra blank lines between paragraphs--the template style 
spaces between paragraphs. For example, after all other changes are 
completed remove lines 49, 59,  65, 71, 73, 76, etc.

(3) Under related work on title page delete " as a set." This is redundant.

(4) Change abstract on title page to "This document specifies the XML 
vocabulary for business quality of service (bQoS), one of three 
specifications for end-to-end resource planning (EERP). Business quality 
of service describes the business-related characteristics or attributes 
of a service."  Similar for the other two specifications.

(5) Structure documents per the current OASIS specification template at 
http://docs.oasis-open.org/templates/OASISSpecificationTemplateV3.2.dot 
. Some issues are the order of the start, e.g., The brief introduction 
is followed by 1.1 Terminology then 1.2 Normative References, and so 
forth. See, for example,

(6) Line 25 delete.

(7) List of participants - I'll have to check in detail.  Eliminate
