New working Draft WD07 uploaded at www.oasis-open.org/committees/download.php/33230/BusinessRating-v1.0-spec-wd 07.pdf and it added new conformance paragraph on Line # 575-601. Basically, there is no required element in the schema, and an empty but validated XML document is possible, but is not satisfy the conformance on this spec. The minimum set of information exchange for Business Rating that would allow conforming applications to exchange information and satisfy the conformance should have either /rt:BRating/rt:ListOfRating/rt:Rating/rt:RatingIssuer/rt:IssuerUri element or /rt:BRating/rt:Credentials/rt:Credential/rt:CredentialIssuer/rt:IssuerUri element. Two examples on the minimum set of information are provided on Line # 579 – 589 and 601. This issue can be closed.
