Title: How to address the protocol and vocabulary targets for SOA-EERP

Description:
Previous issues have raised the question of whether we are producing protocols, vocabularies, or both. The current CD01 addresses vocabularies, but mentions protocols.  This completes an action assigned to William Cox at the 24 June TC meeting with respect to the related issues listed below.

The interchange patterns have been discussed only in non-normative white papers in the contributions.

Example is from BQOS. See line 3, which ways "...End-to-End Resource Planning, a protocol..."

These specifications appear to specify an XML vocabulary for message payloads or information exchange, rather than a protocol to define the interactions.

This is for after CD02 and before Public Review.

Proposed Resolution:

Complete the Model and Use Cases document. Create a separate protocol document and define the interoperation patterns.
