Title: Interoperability Testing Required

Description:

This issue separates the interoperability testing from the Related 
issues listed below. This completes an action assigned to William Cox at 
the 24 June TC meeting with respect to the related issues listed below.

Interoperability testing is required by OASIS for any OASIS standard 
that is to be forwarded to any de jure international standards body. 
This issue is to remind the TC to define, plan, and complete 
interoperability testing during the creation of the specifications, not 
as an afterthought when the specifications are nearly completed.

This applies after CD02 and prior to CD03.

Related issues: i053, i054, i055

Proposed Resolution:
Define, plan, and complete interoperability testing. The definition and 
plan is to be completed before CD03 and before any public review; the 
implementation should be in parallel with specification development, and 
must be started before any public review.
