The OASIS TC Process and conformance guidelines are linked from the following page:

This is the base for all policies and procedures including the Technical Committee Process, IPR Policy, liaison, conformance guidelines, and more. Every OASIS member should be familiar with the TC Process, and others are included and incorporated into the membership agreement.

This is more than document templates, though that's where they are.  You'll find the specification checklist, naming requirements, and conformance guidelines. There is also a wiki area on the TAB wiki on conformance.
