This is a misunderstanding of the counts as relation. There is no sense in which CA should be thought of as instead of the service action. Essentially there are two 'worlds': the world of communication and the world of service action. In the latter world we are concerned with services and actions against them. In the world of communication we have communication. The counts-as relation allows us to connect the two architecturally and conceptually. Personally, I have come the conclusion that we need both concepts of action, and the connection between them. For one thing, when discussing MEPs etc., these are concepts at the communication level and have no bearing on RWE.
