Plural vs. singular naming

Title: Plural vs. singular naming

Hi all,

A small thing, but I notice some terms are present in both their plural and singular; e.g., goals vs. goal, policies vs. policy, rules vs. rule, regulations vs. regulation, participants vs. participant, attributes vs. attribute, credentials vs. credential.  Does each pair name the same concept or two different concepts??

Am entering these “models” into Enterprise Architect and am not sure how to handle them.
