Folks,

I have a few question about the voting procedures which are surely to
arise on future ballots, so it is probably best to understand them
now.

According to OASIS rules
( http://www.oasis-open.org/committees/process.php#voting ):

"For the purposes of electronic voting, a vote is valid only when a 
majority of TC members who are eligible at the beginning of the vote 
have cast ballots, and a majority (or super majority, when required) 
of the ballots cast will decide the issue."

For the "Meeting in New Orleans" ballot, 46% of the eligible
members voted and 46% of those voted in favor of the meeting.  So, is
this vote considered "valid"? If so, did it pass? If not, what does it
imply about the meeting?

Note, this question may arise again as none of the other ballots which
will expire tomorrow have reached the 50% participation mark either.

What is the general procedure if we cannot motivate enough eligible
people to vote? Can the voting period be prolonged?  Do we have to
reschedule the entire vote?  Or do we re-vote
during the next TC meeting, hoping enough people turn up to make
a quorum?
