The process itself is a bit vague, however the gist of it is that we 
must discuss each issue.  We can pre-discuss issues via email in advance 
of teleconferences.  There is simply not enough time to leave all 
discussions until conference calls. To do this effectively, we do need 
to set up a system.  I suggest the following:

The header of the email of the issue we wish to discuss is

[soa-rm] [ISSUE #] title

Of course - when you first compose the email, you do not have to type in 
the "[soa-rm]".  Kavi does that for you.

The "[ISSUE #]" should reflect the issue numbers on the spread sheet.  
Use the issue ID number Matt set up.

The title need to be abstracted from the comments log. It probably makes 
sense to use the "title" from the excel spreadsheet.

I will send out an example in a few seconds.
