I believe we're already effectively doing that, and that we're in the midst of your step 4. Not to dwell on the past, but we could have taken the approach from the very beginning of building something incrementally toward SOA, rather than constructing something quickly and then having to go back and forth on whether or not it was really SOA. I think this may have been a much more effective "plan up front" process. But somehow we wound up at the same place anyway - so it all worked out. Plus we had the opportunity to bring some key issues to the surface in the meantime. So perhaps the approach we used was really the best afterall. And here we are, moving forward.
