I think Topic Maps does, yes.  Both because you are able 
to define whatever association types you need (and none 
are pre-defined, so you have complete control there) and 
constrain their use; and the fact that the conceptual 
model of the standard makes the distinction between 
occurrences and topics as different classes of "thing", 
conceptual and real-world, something RDF singularly fails 
to do

But on the concept level, while we have

cell nucleus adjacent_to cytoplasm

we do not have

cytoplasm adjacent_to cell nucleus

because not every cell has a nucleus.
