As far as:

8.  Point that seemed to resonate but really wasn’t made in RM:
entity providing a service may not be the same as the one providing the
underlying capability. 

I think this point is partially addressed in lines 157-159:

These concepts emphasize a distinction between a capability and the
ability to bring that capability to bear. While both needs and
capabilities exist independently of SOA, in SOA, services are the
mechanism by which needs and capabilities are brought together.
