The TC wishes to submit the current version 1.0 CS of the RM 4 SOA to OASIS
as a candidate for an OASIS specification.  The TC would like to request
that the OASIS Administrative contact set up a special majority ballot ASAP
in order that the TC may complete its submission by Aug 15 2006.
