New candidate CSD03 TA Markup 4/28 revision: - front page links and footers updated. - RelaxNG defs updated, for allowing right atomic types, and also extensions. - Schema updated for aligning with RelaxNG, fixing some extensibility points and also allowing mixed content in Target, Predicate, Prereq.
