Since the approval vote has to be by Special Majority Ballot run by TC
Admin, why don't you phrase the motion

"Do you approve the TC request TC Admin to hold a Special Majority
Ballot to consider advancing “Test Assertions Part 1 - Test Assertions
Model Version 1.0 Committee Specification 02 30 November 2011 to
Candidate OASIS Standard?”
