Walter, Thank you for your comments, but your examples do not fit what was intended by the model. The units here would be, to use your examples, "bushel" or "peck" which certainly can be specified as codes (for example ISO 31 or ISO 1000). The "beans" or "pickled peppers" would be the category of goods to which the tax structure applied. This reference to the type of commodity was what was intended by the association of the tax scheme to Tax Category. This may be a misinterpretation on my part on what was intended by Tax Category, but I tried to marry this up to what the TaxXML model refered to as Item Tax Category which would fit this definition. This is the sort of assumption that will need some feedback. All that being said, your comment did point out that the model does not contain the unit quantity which should be explicit. So you'd have line items such as "description='bushels of beans' quantity='5'", and "description='peck of pickled peppers', quantity='1'", rather than a description that would have a separate unit of measure (uom), e.g. "beans, quantity 3, uom bushel" "peppers, quantity 1, uom peck". That seems like a surprising ommission. Since that is the first thing I notice in 3 minutes' scanning, I assume there may be other surprises in there.
