[tc-announce] OASIS TC Call For Participation: e-Government TC

A new OASIS technical committee is being formed. The OASIS e-Gov
Technical Committee (e-Gov TC) has been proposed by the following
members of OASIS: John Borras, UK Office of e-Envoy; Jouko Salonen,
Republica; Marion Royal, U.S. GSA; Donald W. Upson, WebMethods; and 
Sinisa Zimek, SAP.

The proposal for a new TC meets the requirements of the OASIS TC
Process (see http://oasis-open.org/committees/process.shtml), and is
appended to this message. The proposal, which includes a statement of
purpose, list of deliverables, and proposed schedule, will constitute
the TC's charter. The TC Process allows these items to be clarified
(revised) by the TC members; such clarifications (revisions), as well
as submissions of technology for consideration by the TC and the
beginning of technical discussions, may occur no sooner than the TC's
first meeting.

To become a member of this new TC you must 1) be an employee of an
OASIS member organization or an Individual member of OASIS; 2) notify
the TC chair, John Borras (john.borras@e-envoy.gsi.gov.uk) of your
intent to participate at least 15 days prior to the first meeting; and
3) attend the first meeting on 13 December. You should also subscribe to
the TC's mail list. Note that membership in OASIS TCs is by individual,
and not by organization. You must be eligible for participation at the
time you time you notify the chair.

The private mail list egov@lists.oasis-open.org is for committee
discussions. TC members as well as any other interested OASIS members
should subscribe to the list by going to the mail list web page at
http://lists.oasis-open.org/ob/adm.pl, or by sending a message to
egov-request@lists.oasis-open.org with the word "subscribe" as the body
of the message. (Note that subscribing to the mail list does not make
you a member of the TC; to become a member you must contact the TC chair
and attend the first meeting as described in the preceeding paragraph.)

available for the public to make comments on the work of this TC; the

e-GOV Technical Committee (TC)

2. Statement of Purpose

Many, if not all Governments world-wide, are now developing strategies
to a) deliver e-government services to citizens and businesses, and b)
to support the modernisation of government.  A fundamental component of
enabling e-government is the adoption and use of XML based and other
standards. To ensure these standards are developed with government
requirements in mind, the Technical Committee will co-ordinate and
present a single voice for Governments.

The goals of the TC are:
- to provide a forum for Governments internationally to voice their
needs and requirements with respect to XML-based standards which can be
handed off to relevant OASIS TCs (if they exist) or cause the formation
of TCs for needs that are not currently being addressed.
- to provide a mechanism for the creation of best practice documents
relative to the adoption of OASIS specs/standards within Governments
internationally
- to promote the adoption of OASIS specs/standards within Governments
(include all bi-directional forms: G2G, G2B, G2C), which could include
the creation of implementation-oriented pilot projects to involve
software vendors and participating government agencies to demonstrate
the use of OASIS specs/standards.
- to work with other OASIS channels (e.g. XML.org for schema registry
and/or information portal), act as a clearinghouse of information
related to applicable specs/standards as well as activities and projects
being conducted by Governments in the adoption of XML-based systems and
standards.

Because of the very wide range of topics encompassed by the term “e-GOV”
it is expected that several sub-committees of the TC will be formed to
address specific issues.

3. List of Deliverables

- co-ordinated input from Governments to the development of emerging
standards, eg ebMXL, Web Services, to ensure the standards are not just
developed for the benefit of the private sector
- the identification of new standards required to support e-government
and plans for development organised
- the channel and process for Governments to press for all relevant
bodies to co-ordinate their activities
- co-ordinated input from EU countries to deliver aspects of the eEurope
2005 plan.
