Subject: [tc-announce] XACML spec for consideration as OASIS Standard


OASIS members:

The OASIS XACML TC has submitted the eXtensible Access Control Markup 
Language (XACML) Committee Specification 1.0, which is an approved 
Committee Specification, for review and consideration for approval by 
OASIS members to become an OASIS Standard. The TC's submission is 
attached below.

In accordance with Section 2 of the OASIS Technical Process, the 
specification has already gone through a 30 day public review period. 
OASIS members now have 15 days to familiarize themselves with the 
submission. On the 16th of January I will send out a Call For Vote to 
the voting representatives of each OASIS member organization, who will 
have until the end of the month to cast their ballots on whether this 
Committee Specification should be approved as an OASIS Standard. OASIS 
members should give their input on this question to the voting reps of 
their respective organizations.

As a result of a unanimous vote of the eXtensible Access Control Markup 
Language Technical Committee conducted on Thursday 12 December 2002, the 
co-chairs hereby submit the XACML 1.0 Committee Specification for 
consideration as an OASIS Standard.

In accordance with the process stipulated in Section 2 of the OASIS 
Technical Committee Process, the TC has published:

(a) A formal specification that is a valid member of its type,
(b) Appropriate documentation for the specification, and
(c) A clear English-language summary of the specification.

This material, in the currently-recommended OASIS format, is available 
on the TC web site at

The specification is composed of the following pieces:

(d) Certifications of Use

The chairs are pleased to report that three OASIS organizational members 
have provided attestations with respect to successfully using XACML 1.0, 
as required by the OASIS TC Process. These attestations may be found at

In addition, the chairs are also pleased to report that there are at 
least three known implementations of the XACML 1.0 Committee 
Specification that pass the full suite of tests created for conformance 
determination, as well as several other implementations of various 
portions of the specification.  The members of the TC are therefore 
confident that the Committee Specification is fully implementable.

(f) History of previous OASIS standardization attempts.

There have been no past attempts to submit XACML for OASIS standardization.
