Clarification of OASIS OAXAL TC Charter

OASIS members:

The OASIS Open Architecture for XML Authoring and Localization Reference
Model (OAXAL) TC voted on 20 August 2008 to clarify its charter.

The changes are as follows:
Replace:
* DITA - Darwin Information Typing Architecture, an OASIS standard for
component based XML publishing
With:
* Open Standard XML Vocabularies, including DITA, Docbook, XHTML, SVG, ODF,
and others that may emerge as standards

And to delete from the 3rd paragraph under "Statement of Purpose":
, such as DocBook, XHTML, and SVG,
